I don't know about draft dodging, the lyrics clearly talk about getting into trouble and being sent to Vietnam. talks about the draft and being forced into service.talks about the poor being forced to fight. And breaking the law in tough economic times is a reality. It also talks about factory's shutting down and people out of work. I don't see any draft dodging.
